Washington State Department of Children, Youth, and Families (DCYF) Office of Innovation, Alignment, and Accountability (OIAA): Program Evaluator, Early Support for Infants and Toddlers (ESIT) program

The Washington State Department of Children, Youth, and Families (DCYF) Office of Innovation, Alignment, and Accountability (OIAA) is looking for a Program Evaluator to support the Early Support for Infants and Toddlers (ESIT) program. ESIT utilizes everyday learning opportunities to build on family strengths by providing coordination, supports, resources, and services to enhance the development of children with developmental delays and disabilities. The ESIT Evaluator will plan, manage, and conduct evaluation research to assess the extent to which ESIT meets its identified objectives, monitor the implementation of its State Systemic Improvement Plan (SSIP) activities, and evaluate the effects of SSIP interventions on program outcomes.

The Opportunity:

The ESIT Evaluator position is part of the DCYF Office of Innovation, Alignment, and Accountability (OIAA)’s Evaluation Team, which is part of the larger OIAA Evaluation and Research Team. This is a remote position.

The ESIT Evaluator will conduct and manage research to evaluate outcomes related to the Early Support for Infants and Toddlers (ESIT) program. ESIT utilizes everyday learning opportunities to build on family strengths by providing coordination, supports, resources, and services to enhance the development of children with developmental delays and disabilities. One of ESIT’s guiding principles is that early intervention practices must be based on the best available current evidence and research. The ESIT Evaluator will plan, manage, and conduct research to assess the extent to which ESIT meets its identified objectives, monitor the implementation of its State Systemic Improvement Plan (SSIP) activities, and evaluate the effects of SSIP interventions on program outcomes.

Some of what you will get to do:

Create and implement evaluation research plans
Conduct simple and complex statistical data analysis
Create data collection tools and strategies
Actively contribute to OIAA’s antiracist and other equity efforts
Collaborate with program staff to support evaluation and continuous quality improvement capacity
Identify key indicators and advise the development of processes for their ongoing monitoring
Produce data visualizations to aid program use of data
Summarize data and write program evaluation reports
Create presentations and present interim and final evaluation research findings to internal and/or external stakeholders
Use data to make policy and service recommendations

What we are looking for:

A Bachelor’s Degree in social sciences, public health, or a related field
Five years of experience (may include graduate work) in data analysis, use of external data sources, and program evaluation research
Experience designing and conducting multi-modal program evaluation
Experience writing summary evaluation reports and supporting policy recommendations with facts and analysis
Experience in quantitative data collection and analysis
Proficiency using statistical software, ideally Stata, or transferrable coding experience
Proven ability to understand complex problems and system challenges and propose improvements or solutions
Dedication to antiracism and data equity principles and practices
Experience presenting research findings to audiences that vary in their familiarity with data

In addition to those required qualifications, our ideal applicant will also have some of the following:

A Master’s degree in social science, public health, or a related field
Three years of research experience or graduate-level education in early support or disability services and supports
Lived experience, personal or professional, with DCYF programs
Experience with or expert knowledge of early support services for infants and toddlers
Experience developing surveys and other data collection instruments
Experience working with children and/or families
Experience with complex statistical analysis and reporting
Experience translating complex research to a non-technical audience, orally and in writing
Experience supporting people who have content expertise but no research training in developing questions to meet their needs
Experience partnering with a variety of people to identify and resolve complex or sensitive issues
Active interest in learning and keeping analytic skills and expertise current
